The Citizen
Summary
0state is now a commune on Solana. Citizenship — once a franchise you could only earn by mining, and could never sell — is now a Citizen NFT: mint one, hold it, trade it, and holding it is your membership and your vote. The franchise has become a market good.
What changed
- A new program, citizen. It mints transferable Citizen NFTs — true 1-of-1s with Metaplex metadata and a marker PDA that proves each genuine. The first tranche are Founding Citizens. Mint proceeds fund the treasury.
- The vote reads ownership, not labour. zerostate now checks who holds a Citizen NFT — one NFT, one vote — and the vote travels with the token when it is traded. A holder of several NFTs casts several votes.
- STATE is demoted. It remains the commune's mined currency and the commons treasury, spent only by a passed vote — but it is no longer the franchise.

To know
A reversal, chosen with eyes open. Memo No. 001 held that the franchise could not be bought — power from labour, never wealth. That thesis is now overturned: citizenship is transferable, so capital can acquire votes, and membership is a market good. This model was adopted deliberately.
